Systematic overcharging without consultation

My wife was attended by this doctor because Brenthurst Clinic is listed with our medical aid, Discovery Health.
The doctor overcharged us by almost three times the medical aid rate, but did not inform us of this until two months later, when we received the bill.
Under South African law, medical practitioners are required to inform patients beforehand of such charges.
We were not informed beforehand.
Is this just a law on paper, or in reality?
What happens if a doctor fails to warn patients before treating them, that they charge three times the medical aid rate? For what reason does the good doctor Mojapelo feel the need to grab so much money from the sick?
