Bill Of 2010 only came out in 2013

The attorneys Daily Morgan and Associates contact me last week 9 May 2013 whereby they confirm that
my medical did not pay the full amount. I've recieved a letter 2x but the letter went to 64 Joyces Street and i am not at that address anymore and know i am guilty of not paying the levy but after that i've never ever got or
recieved a letter; telephone call or e-mail to remind me. All of the sudden after 3years they contact me again
and demand the money. They said they could not find me but how come they could get hold of me like that if they haven;t got a contact number to reach me. I will pay it but i just want to make sure whether it's lawfull to do business like thatt after it took them so long contact me
