Electrical problem paid for in full not completed

Dear Sir,
Kindly assist me to get repair job that was paid for in full and was not done. The service provider worked several times at my house he could not repair the original problem that I needed his expertise for.

Plugs in my kitchen were tripping my earth leakage. I contracted Mr Trotter to find the problem and do the repairs. I trusted him absolutely for giving the correct advise and do the repair. Costs escalated to numerous thousands of rands but the original problem was not repaired. Mr Trotter admitted today via telecom that he cannot fix the problem and recommended that I get another contractor. I need him to do the repair that he was paid for or refund me the monies paid for the job not completed.
Another electrician inspected the work done. According to him the work was done in an unprofessional way. The work is untidy and I can expect more problems in the areas that Mr Trotter worked.
Electrical certification for work done by Mr Trotter was refused.
Is there an organisation where Electrical contractors must be registered where I can ask for assistance.
