No Refund

I registered for a short course at the beginning of this year. Registration was problematical and the course content towards the end of February nearly non-existent. I thus decided to cancel. I am now still trying to get them to refund me what they agreed to (7 weeks after). They have just resorted to ignoring all communication. What is happening to this institution? Sad! Never the less will pursue legal action action, apparently they have grown so arrogant, fat and lethargic that nothing moves them.
