Efusing to refund regestration fees

I registered for for my new course at Unisa for this year, 2013. Due to unforeseen circumstances I could not continue with my course for this year, therefore I de-registered before the cut off date, after many calls and arguments and confusion. Unisa still hasn't given me any feedback whatsoever. The Unisa website and registration booklet states that a refund should be made if de-registration takes place before the cut off date.
