Unfair declination

I am very disappointed with the University of the Cape Town about this incident. My cousin applied for admition for medicine and accounting last year and the University promised to accept him because of his great results he got during the year. My cousin was doing his grade 12 at Red hill high in Gauteng and also he is Nigerian he has been studying in South Africa for 19 years now. The results he got for his grade 12 are as follows English 75% life orientation 83% life science 79% maths 79% maths p3 60% physical science 50% visual arts 85% and Zulu 59%, So now I would like to know what criteria was used to rate this student with such good results to not have admition at UCT, I would really like to know the reason why he did not get admition is it maybe because he is a Nigerian because if his results did not meet the requirements for medicine with his results couldn't they offer him another offer of study because when you apply you make two choice, he chose medicine and accounting and the UCT could not give him admition with this such great results.
