Refund approved but unpaid 20 months late

A refund of a deposit which was paid on 31.01.12 is due to me. After many phonecalls and emails I was directed to Miche Abrahams, 9 months later on 23.10.12 who informed me the claim should have been sent to Cape Town, She forwarded the paperwork to the correct dept and emailed me confirmation from them that the paperwork had been done. I followed up with queries by phone and emails (copied to both Miche and the credit dept) on 14.03.13 3.04.13 and 5.04.13. Miche advises to send queries to credit dept but I have not had a single response from them. I have tried several times to phone. Staff are very friendly but shunt me from pillar to post. Have not been able to get Miche and Credit dept can only be contacted by email (!!!) which they ignore. Yesterday and today my emails have been returned to me BLOCKED. Is it really reasonable to wait nearly 2 years for a refund of MY money? And have to fight tooth and nail to get it?
