No feedback on fees refund request

I have been trying to get a fees refund since March but keep getting sent from pillar to post. My last communication was that a cheque was issued but its location was unknown. So I requested a re-issue and was promised that it would be delivered to me by mid-July. On doing a follow up the person I asked first claimed to not know about my issue (the same person who promised to have the cheque to me mid-July) and after giving the rundown of my story they said they would follow up. It has been 3 business days and still no word from anyone.
