Unfair and unpricipled business conduct

Peter fitted bamboo countertops for our kitchen in Dec 2013. everything was wrong, the one corner was cut off too much, exposing a corner of the kitchen counter, the colour was wrong, it was badly scratch already. he then agreed to fix it. Removed countertops on 14 jan, after numerous emails and smss to find out when he will reiinstall he said the 28th of Jan, however NoT before We pay the outstanding 30%. the quotation clearly states 70% on acceptance and balance on completion. we refuse, as this job is not completed and he said that he will not return the counters and reinstall before payment received. He also slammed down the phone in my ear and accused me of not having the money now to pay!!!
