Eddie Gerber - Building - Electrical Certificate

I engaged Eddie Gerber (E.M.S - cell: 27722953579 home: 021 930 1752) to do an alteration at my place in 2010. Some 2 weeks ago (2014), the building inspector came to enquire if the alteration was completed. He inspected the place and asked for a copy of the electrical certificate (coc), as per Electrical Installation to SANS 10142-1.

Eddie did not issue the certificate upon completion and when I contacted him he told me - you can ask any electrician to issue you a certificate. All against building regulations - how can someone else issue a certificate on your behalf!! I was also informed that if my place burnt down then my insurer would not have paid out! I appointed some else and then discovered that 1) plug circuit to extension was not earthed 2) no on down lights in extension 3) geyser no earth bounding 4) faulty circuit breakers
