Unable to deliver Exam Vouchers as promised!!

I have purchased an online course through this company by the name of IT Academy. I paid about R5500 for it and I've been doing it for about 4 months now. I am ready to write the first exam, as you are allowed to write them whenever you are ready. This company offers discount vouchers for the exams that you write at a Prometric Center.
The whole reason I purchased this course from IT Academy was because of these discounted vouchers. They have been promising me these vouchers for 3 months now and I think that is just ridiculous. Every time I call them they have the same excuses and promise me that I'll have one in a week. If a company offers you something but they can't deliver what they offer, I believe that is just terrible service!

This is what was included in an email to be at the start of the course.

"International exams:
International exams are written at any Prometric Testing Center in South Africa. Discounted International exam vouchers can be purchased through IT Academy."

It would be nice to be able to purchase these so called vouchers!!!
