I want my money back

My sister is registered at the ABCS in Johannesburg, she paid a bit more than R2000 towards her fees. she was then unable to pay the rest and was told she cannot write her exam and that she should come take her money back from the academy. when she went with her proof of payment to collect money she was told that she cannot have both the money or the exam timetable. her first exam was supposed to be today.

She wants refund and want to know if this is possible.
