Incorrect diagnosis

Aug 2012 my iPhone fell in the toilet.
I raced to iFix immediately Job CT14749; Invoice 17134
The receptionist (not the technician) called later to say it had short-circuited so completely that the motherboard was 'fried' & NONE of the parts could be reused.
I was told i might as well throw it away.
i nearly left the phone there for them to dispose of, then thought to use it as a dummy phone in case i was robbed.
I left it in my car cubbyhole for the last 6 months to that end.
A friend dropped his iPhone in water over Dec and decided last week to plug it in again.
it came back to life!
I decided to try plug mine in and..it came back to life too!
I upgraded the software and updated apps
Everything works PERFECTLY besides some reception issues, which could be from the iOS 6 upgrade or water damage to the aerial/antenna..
The point is..iFix told me to THROW IT AWAY!!!
Apparently liquid damaged phones go into rice upon arrival at iFix.
Is it dried out by the time they open it up?
I think it's completely unethical of them to charge to diagnose a phone that could not possibly have dried out completely in the short time it was there and thus very easily result in an incorrect diagnosis!
