Pestering people

This people send us ink cartriges and it was dry so we send it back.
they send us a new batch but was just as bad.
they kept on harrassing us to pay the account until we just got rid of them by paying.
Now they keep on to phone us and say they are sending us cartriges.
We told them we do not wnat the stuff but he insisted to send it.
once they post it we will be billed again for someting that we do not want.
I told them we do not want it do not send it.
How do we get rid of these people?
