False damages on the car and Over-charge

I rented a car from Avis for a period of a year. I realised that I have been overcharged for a couple of month by Avis. I raised the matter with the branch manager and they promised to refund the money. It has been 4 months and the money have not been refunded. I have sent about 5 emails, and there is no response.

I have since returned the car and the car was inspected for damages and non were found by the person accepting the car. A few days later I recieved an invoice for damages on the car for R3100. Why did the person accepting the car not raise this when i returned the car since these were body damages? How do i know that i damaged the car or they did?

When i try raising these issues, no one gets back to me. This is pathetic.
