Avis's unfair and opportunistic behaviour

I rented a car on 21 August 2011. I returned the car on the 16 September 2011 (3 DAYS EARLY & WITH A FULL TANK OF FUEL). It was due to be returned on 19 September 2011. On returning the car there was a minute scratch on the bumper, so small that I would &did not pick it up on my initial inspection. The Avis Person who received the car said would not affect my deposit if i signed a form acknowledging the scratch was there. Later, i was told to pay about R1500 for damages, they did not return my deposit. When I contacted them, their Reps stated different reasons for the amount due. (damages to the car, late return, unfilled tank of fuel) (UNSUBSTANTIATED EXCUSES TO KEEP MY MONEY). Now Avis has handed the account over to MBD.
I feel:
1) The Avis representative mislead me.
2) The scratch was so small that I could not notice it in my initial inspection and being that small could have easily been buffed away, the cost was unjustifiable, a cost which AVIS did not inform me off before commencing "REPAIRS"
3) Avis was determined to keep my deposit and extract money from me, seemingly not an unfamiliar process for them considering the ease with which they invent excuses for doing so.
