Promotions only applicable IF manager shows up?

My wife and I saw the Friday Pie day promotion (Two pies for R20) advertisement on our way to work this morning. When we ordered, we were told that the promotion is only available IF the manager, Phineas, comes in today. Numerous advertisements for the promotion can be seen at the garage and surrounding areas. They should include the part of the manager having to be there in the add to save customers time.
