Attitude when customers want to use toilets

Good day
I had visited the Caltex fuel station to fill up my car, before entering the Kruger National park, like I am usually doing. 3 days later I RETURNED to the garage, but this time to take my 2 year old daughter to use the toilet.
As I was entering the toilet a lady requested that I had to pay her 2 Rand to make use of the toilet. The lady appeard to be the cleaner.

Two black males also entered the toilet (and they did not fill up their car with petrol) She did not ask them for money. Is this a race thing that white people must pay to use the toilet?

I will definately not make use of this fuel station again.
