Making empty promises with my refund

I rented a (courtesy) car from them & took it back 18 or 19th December 2013. On the the 24th I spoke to Lethu asking him about my refund. He said he was going to check what happened & will call me back. He did call me back shortly to tell me that it'll be done before close of business on the very same day. It wasn't done.
I called again on the 31st of December & Lethu seemed surprised that it was still not done and he promised that by 15:00 again of the very same day the refund will be done AND AGAIN it was not done. I called AGAIN on the 2nd & this time I spoke to Patrick who also as I was giving him my details, I could hear a lady's voice in his background saying payment will be done around 15:00 of the same day AGAIN.
It's the 4th of Jan today & I still don't have my refund. The reason I used cash to pay for this rental is because I feel budget has a dodgy way of doing things and everytime I used a credit card, I could never pick up the refund from them and the explaination they gave still doesn't make sense to me & the fact that they can't gv u proof of pmnt, I'm now convinced that I've been getting a raw deal from u guys.
I'm beyond irritated with your service! REFUND ME!
