Unsatisfactory Service Explanation

My car went to McCarthy Land Rover N 1 City to have it's break light problem sorted out.
I recieved a bill for R.7, 263.34 on enquiring I was told.
The service plan had expired, however on all previous service occassions I had been reminded telephonicaly that a service was due and would then book my car in for a service. Why not on this occassion?
The computer settings were done in England according to the service centre and had been voided in South Africa as they were not compatible in South Africa, resulting in me not being informed about the required service or break light failure or was I by telephone contacted as on previous occassions.
Why were the settings not adjusted or set to South African specs or if not being able to be done, was I correctly informed.
Payment was recieved or my car or it would remain impounded but no satisfactory explanation for what seems like arbitary adjustments on my vehicle were offered or given.
