Incorrect Diagnostics cost me R40000.00

I sent my Car to Renault Vereeniging for 2 problems: Exessive smoke and Car revs running away.
After almost a year of redoing the whole engine, replace sleeves, pistons, rings a new crank, the head was redone at an extra R6500.00 I called today and spoke to rita, she told me i can collect my car, but it has the same problems... exessive smoke and revs running away, apparently they now think it is the turbo.
Why did i re-do the whole engine?
