Misrepresentation and Misleading Information

I was contacted on the 22nd of August via email by Precious Nene, confirming that m Parcel has arrived & that a delivery fee had to be paid before the parcel will be delivered. I have paid the delivery fee, but never received the parcel.
I acknowledge that the contents were not declared by both us the recipient & the sender from the UK and we accept responsibility for the penalty fine to be charged.
A few days later, Precious emailed me about the fine and PART PENALTY fee before the parcel could be delivered. AGAIN, I've paid the the Penalty fee (PART PAYMENT) into the bank account provided and still did not receive my parcel as Promised. I have made this payment on the 26th September and was promised by Precious Nene telephonically that they'll deliver in 48hrs. A few hours later on the 26 September I received an email by Mike October, requesting a further payment (75%) of the penalty fee to be paid, before the parcel can be delivered. He apologized that Precious made a mistake and that He (Management) will be assisting me from now on with the parcel. (To date I have not received my parcel. I refuse to make another payment!! ONLY ONCE they deliver, I'll pay the balance.
