Parcel delivered to wrong place

To whom it may concern:

On the 252th of APRIL 2013 I posted my parcel via halfway house and this parcel was suppose to be delivered to INTEC COLLEGE TUTORIAL Dept. This parcel contained my Assignment and I was guaranteed that my parcel was going to arrive within a week. I then called the College to find out if they had received my parcel and the answer was NOT YET.I then went to halfway house where I posted my parcel to track where the parcel was and only to find out that my parcel was delivered to JEFFRIES.The staff members showed me the screen and JEFFRIES doesnt have an address nor a consignee. They couldnt help me either and they said I must call JEFFRIES and how do I start doing that if there no info on who or what JEFFRIES is. Could you please assist me in finding my parcel and please deliver it to the correct place. I AM REALLY NOT HAPPY as my assignment is important and as it is late I have to pay a penalty fee to the College. And all because of SAPO.
