Huge difference between quote and bill

When I made an appointment for the 105000 km service for my Qashqai diesel, I asked for a quote. They told me if there are not parts that must be changed that is not in the normal service like belts etc it will be about R2800, 00. After the service I got a bill for about R4400 and there was nothing replaced that is not in normal service. I am a new owner of a Nissan and wonder if this is how Nissan works?
