Toyota don't care

I had my RAV4 at Barloworld Toyota 3 x to complain about fuel consumption. With a fuel tank of 60lt i only get 350km. As far as Totyta SA specs it should be 9lt/100 km! As per Toyota SA 10.89lt/100km is what Tiaan Combrink got when he tested the vehicle for about 60km one morning, and this is all under spec of Toyota. i think only whay he could have got this was to reset the computer! But now once agian my Rav computer stays on 12.2lt/100km. They are simply just not prepaired to sort this problem out!! Vehicle is under warranty and do have a service plan, but this is just to much for them to try and help sort out the provlem!!! Why do they give a warranty and service plan??
