Honda jazz excessive fuel consumption

I purchased a new Honda Jazz 1, 5 Elegance in 2012.
Specified average fuel consumption published as 6, 7l/100km.
My average fuel consumption is 9, 4l/100km - this is 40% more than published.
I have returned the vehicle 5 times for repairing the "excessive fuel consumption".
On one occasion they drove the vehicle and recorded between 7 to 8l/100km - and said my readings are wrong - I then requested to be present during such "trail running" to determine the actual fuel consumption - THIS WAS POINT BLANK REFUSED
To date Honda SA have not managed to repair the problem, the customer care people are all ignoring my e-mails and requests.
I believe my request to be present when such "trail run" is made is FAIR and REASONABLE
My Toyota Fortuner 4x4 has the same fuel consumtion as the Honda Jazz - why would I then purchase a "small economical car"
I am extremely disappointed with Honda SA - and will never purchase any car from them again
Please be advised to check the acclaimed 6, 7l/100km fuel consumption - this is not true and is misleading the public
