Not adhering to promised delivery date

I submitted a parcel for Delivery to Arusha, Tanzania from Johannesburg, South Africa on Wednesday, 31 July with the promise that it would be delivered by latest Monday, 5 August. When I checked the parcel on Wednesday, 7 August I realised with disgust that the parcel had not yet left South Africa! I don't understand how they can charge R 460 for service like this!
