Late Delivery and NO feedback on parcel

On the 31st July, I ordered a item on Wicount. I know it take a couple of days for delivery, however my first email to them was on the 08th August to ask where the parcel is, on the 13th August I received a reply saying it will be dispatched that week. On the 20th Aug I emailed them again asking where the parcel is, no reply till the 23rd Aug saying it was sent out on Wednesday so I will have it by now, needless to say I have not received the parcel. I have been trying to get hold if them since Monday, and no one even bothered to advise where my parcel is.
I f I don't get the parcel by COB Monday, I would like a full refund.
