CAR REGISTRATION/NUMBER PLATES

We bought a VW Jetta in December 2012 from Witbank. It is today 28 May 2013 and we still don't have a lisence or new number plates. we are still driving around with Northern Cape number plates. We don't get anywhere with anybody at Volkswagen. Can you please help us???
