BMW Key management system

I had central locking problems last year and made the mistake to take my vehicle to above mention BMW dealer. They ordered a Key on payment from Germany and the key did not work. After Leaving the vehicle there for weeks they realised it's the Key management system and I must pay the almost R20 000 to replace that without refund on the very expensive key I already payed. Weeks ago i was notified that the car will be ready in 2 days. I phoned 2 days later and was told nothing was ordered yet they need a letter from me. Why the told me the car is almost read is a mystery. Today i was notify I can complain wherever I want, the parts is still not there and it's not there problem BMW South Africa is delaying the order of the management system. Almost 1/2 a year now and still no joy.
