Discrepancy in South African Custom Charges

Good day

Please can you advise how custom charges are calculated when parcels are being received in South Africa.
I often buy items (shoes) for my personal use because my petite size is not available in South Africa. I must have made purchases on 25 occasions over the past 2 years from UK. Sometimes I am charged R 160 when I receive a parcel with 4 pairs shoes and sometimes I am not charged anything. The most I was ever charged was about R280 for 5 pairs of shoes.
I recently purchased 1 pair of shoes. I bought the item for R130, from UK, over the internet but SA custom has charged me a fee of R867.28 which I need to pay when I pick up the parcel. Customs have charged me more than 6 times than I have paid for the item. The item does not weigh more than 0.75kg!
I have tried several times to contact EMS about this but no one picks up!!
There is a huge discrepancy in the custom charges which is ridiculous!
