Lack of consistency and bad attitude to customers

I made a call for a delivery order. I received a call from the delivery man telling me he is at my flat at the security gate. I told him, he can come up to my flat, he told me he is unable to come up because of the new policy. I told him if thats the case, y is is that it is not a consistent issue. he told me he is going to leave with the pizza if i dont come down to fetch, i went downt stairs, and the guys was gone. just like that. To my suprise, it has happened a while back wen the delivery guy to me the same thing and I didnt argue with the guy but months later as i would order, the were no such stories about the policy and all and i would get my things delivered to my flat. Why must i honour a policy which is not consistent, that is wat irritates me. and wen i made a call with my money to order, and the delivery guy gives me attitude and leaves with the pizza afterwards. Y did i bother ordering. its a very bad service to treat customers like that and give them such attitude. i even had money to tip the delivery person but they go and treat a customer like that.
