Hour-long wait for "fast" food

Today at 11h45 I phoned Scooters Rock Cottage and placed a simple order for some Cheesers and a Sub. Thinking that it would be delivered no later than 12h30, as per the 39 minute-rule, we waited until 12h45 for the delivery. My boss had to leave before this time, and therefore only received her half of the order at 16h00, obviously cold and unappetising. My lunch time is only until 12h30, which means that I used my company's time to receive the delivery. I could also only "enjoy" my cold, half-burnt Sub during my tea break 3 hours later. When I queried the delayed delivery with the supervisor, who also took my order, I was informed that the 39 minute-rule doesn't apply any more, and hasn't for about the past 3 months. At no stage was I informed that this rule does not apply anymore, and at no stage was I contacted to be informed of whatever problem caused the delay, at which stage I would have told them to cancel the order, as per the above reasoning. Is it right for this business to take our money and then take their sweet time in delivering a very simple order? Is it right to make a customer wait for something they have paid for already, just because you don't have a time limit any more?
