Worst Feedback From Staff & Lazy

I made a delivery order at 2:00pm where they took the order and said "thank you, your order will be delivered" an hour passed by where i then phoned back to ask whats happening with the order the Lady then said "He is leaving now to bring the order, " so i left it and waited 40 minutes later i then phoned back as i still had not received my order and the response was "The driver doesn't want to deliver coz of the rain"
I do not understand why this was not said in the beginning when i made the order that this could not be delivered because of the rain or have someone there with respect and phone me back saying telling me the situation, instead i waited for 2 hours waiting extremely hungry to get absolutely nothing from this!
This is highly unacceptable and rude as when approached the lady she could not even respond it was just a silent respond back. so i am left extremely frustrated not having any lunch all day!
