Bistro 1800

I took 5 friends of mine to Bistro 1800 on Sunday 1 December for lunch. (condensed version)
Our lunch order was placed at 14:21. Our food arrived at 16:00. This was bad considering there was only 1 or 2 other tables occupied. When the food finally arrived every single order was either undercooked or overcooked. not a single person at the table was happy with the quality of the steak or the way it was prepared. I called the managers. I informed them that the steaks were all done incorrectly. They offered to take the food back and have the kitchen make a new batch. As we were starving at this point and had no intention of waiting another 1 and a half hours for our food we ate the steaks. The manager made some snide remarks about how he found it strange that we would eat food we didn't like. It took great self restraint not to shout at him at this point because I felt that such behaviour was completely uncalled for.
I have contacted them and their solution was for us to go back and experience the "real" level of service. My question is, why was it lacking in the first place. I have no intention of wasting any more time or money at Bistro 1800. They utterly disappointed me
