2 hours and still no Delivery

I placed an order for a delivery before 12pm today and paid for it in store. I left the details of the person it is to be delivered to and the address. I paid the delivery fee of R15 at the store as well. At 3pm I call the store and I am told that the order was left with security. There is no security at the place the order was to be delivered to. Does this mean that my money was used to buy someone I do not know lunch? This has been the worst service I have ever received.
