Wait staff eating food off customers plates

Completely disgusted, I have never seen such a disgusting restaurant. A number of the waiters were eating food off the customers plates before serving the food to the customers, as well as eating the food before packaging in a take away. As I tried to call a manager, he stuck his finger in his nose and proceeded to pick. If this is what management and the waiters are doing, what the are the kitchen staff doing. So surprised that this behavior is so blatant and without shame, will NEVER eat there again.
