Maestro is Scamming small businesses and staff

In March 2013, I joined Maestro assist and was immediately sub contracted to Jamela Resources consulting. The agreement between Maestro and Jamela was that Maestro assist Jamela with all business registrations, BEE certificates and financial documents etc. Once i had started working at Jamela's offices, I noticed that Maestro Assist had not done any of the work promised to Jamela even though Jamela had made payments in the months before. My job at Jamela was to be the link between the 2 companies and to create some order in the clutter. Once at Jamela's offices Maestro ceased contact with me, all my emails and phonecalls regarding Jamela's pending documents were ignored or i was simply told Jamela needed to pay the march installment. Jamela's reply was that he had paid for the previous months and no work had been done. When we reached the end of the month, Jamela informed me that he could not pay my salary and would part pay me when he could. I approached CCMA and it was agreed that Jamela would pay my outstanding salary by today 15 May, he contacted me and said he cant make payment, and Maestro has refused to assist in any way. How can they be allowed to treat people like this?
