Passing the buck to a 72 year old - making him run

Liberty is making a 72 year old man run around for their (Liberty's) mistake - this is based on information received by myself. According to the broker Liberty wants their client, a 72 year old man to visit the SARS Office to update his personal details while the client's tax is up to date. IS THIS FAIR. To collect the premiums - there was no problem - now to pay it out - everyone passing the buck.
