Overseas and card non functional

I have been corresponding with Virgin Money since January 2013, with regards to my card which does not work overseas. I am unable to withdraw any money at ATM, s and tried doing a manual transaction inside the bank. My card has a positive balance on it which makes this even more ridiculous. Every time my card is declined. Up to this point no one has come up with a satisfactory explanation as to why my card wont work and nor does anyone there care enough to try and help me to sort this out. Its been 3 months and by now I am extremely frustrated. I cant even phone them, and this is the best of all, they don't accept overseas phone calls. When you get through you have just enough time to say who you would like to talk to and the line is disconnected. An International Company and they don't take international calls: what a joke! I would like to have someone contact me just once, that can actually help me sort this issue out, and not the standard automated response.
