The National Credit Regulator failed me dismaly

Since 2009 I've had to inform NCR about the Debt Counsellor who never provided me with a service and yet I had paid him.
In 2012 I managed to withdraw from Debtconselling after realising that my house and car were to be auctioned. I made arrangements and that's how i saved both my Car and house.
I thought by doing so, i would obtain a clearance from All the Credit providers. I then registered with All the credit bureaus for me to see which have listed me. To my great surprised, I was informed by Bureaus that I had defaults against my name. I tried to explain to bureaus that I was listed illegally because according to the National Credit Act, and individual who is under debt counselling will not be listed.
I am having a dificult time in clearing my name.
