Excuses to delay payment

I have been assisting my husband with the cashing out of his retirement annuity. All relevant documentation and information where emailed and faxed to Liberty as requested by them. I have been awaiting payment from liberty since February 2013. I call the call centre almost daily checking on the status of the payment and they always give me excuses about why payment hasn't been done. I recently spoke to Ashley Milner who promised me positive feedback today but never bothered to call or email. According to the consultant Ashley has escalated for an application to be done for a tax directive but since Friday 12th February he hasn't done anything to help even after receiving more documents from me. When I spoke to him today after waiting 20 minutes for him to take my call he claims to have done it on another system which the consultant can not view. I know that he is lying to me and every time I speak to him he keeps giving me excuses and says I have to wait 48 hours for feedback from SARS which is their turn around time. I have waited more than 48 hours and still there is no positive feedback from Liberty. I am awaiting payment that is due to me, why are they delaying.
