Aprroved panebeaters???

October my car was damaged, the car went to amalgamated Panel beater @ the end of Nov 2012, 3 weeks later i got the car back in a worse state, 1 week later paint started to chip of . i was promised that it would be sorted out early in Jan 2013 .i had to phone towards the end of Feb 2013 and only then, things started to happened, it has been 6 weeks now and i am still waiting.could someone please tell me how this panel beater gets Mazda Approved status or outsurannce approve status???
