Varying Balance when using 3rd party ATM's

This is not so much a complaint as it is an inquiry.

Recently I have noticed that when I check my balance at a 3rd party ATM, the balance would say something like "Current Balance: R 2834.50 Available Balance: R17.50" but when I check at an FNB ATM it'll be "Current Balance: R123.50 Available Balance: R17.50". I would like to know where does the "R2834.50" come from or go to in between ATM's? And if i really have R2800 available, why can't I access this money? It is incredibly depressing to see that amount reflect for the whole month without being able to use a cent of it for fuel or food.
