Keep getting the same useless update

I submitted all of the appropriate documents to the Surplus department of MIBFA, this was done in September of 2012 and was informed that they have received all of the documents necesary. After hours trying to get through to MIBFA, each few weeks i follow up and am told that 'the payment may be paid in the next few weeks, they are currently working on the document'. it is costing me hundreds of rands when calling to follow up and keep being told the useless update from them. Is there no sort of system queue where i am put in and have some sort of idea as to when i can get paid out, or does this unorganised company do a lucky draw to see who is the next lucky person to get paid out the money that is owed to them? Please help.
