Cards faulty, we can't say why, when it will work

I am unable to have an online shopping order completed due to the bank (credit card) being offline. I can re-submit the order only when I know that the bank is up again and will be able to process the order.

Standard Bank cannot tell me (1) why this issue has occurred (2) when my card will be operational again (3) if the card is operational again. I have to go to a merchant and swipe for a transaction to see whether the card works.

This is for both debit and credit cards. So I cannot draw cash at an ATM as alternative either.

Implications for me are:

a) My shopping order cannot be processed. This means I have to go to a store to do monthly shopping, at month-end, with 3 small children, as an alternative.
b) I have to go to a bank and draw cash, at month-end, so that I have money to pay for this shopping trip.
c) I have to go to a merchant and do an arbitrary transaction to check if my card goes through. If not, I have to repeat this on other occasions until successful before I can shop again.
