NEDBANK LOOKING FOR EASY WAY OUT

Paid for a cruise with c/c only to secure payment due to dollar fluctuations. Cancelled 10 days later due to being misled by travel agent regarding costs. Promised refund within 12 days- 23 days later & they are not even taking my calls. Requested chargeback from Nedbank- told to fill in all forms, which I did. No response received from Nedbank even after trying to contact them by phone & email for over a week. (Transferred from 1 department to another). Got email today stating chargeback declined due to service related dispute How can this be so when I did not receive anything in return for my payment Made payment at FlightCentre I received only an invoice which wasn't made out to me or my wife (which I didn't sign) and was told that my actual agent will give me all the forms (incl terms and conditions) to fill/sign when I go to her offices (never asked to/never happened) Is Nedbank looking for the easy way out by stating service related dispute & protecting the merchant. Merchants have a risk of a chargeback by people paying with credit cards and I have had a non fulfilment of a service as well as my service expectations were not met. So why is Nedbank declining my chargeback?
