Are Outsurance cheating their clients???

We are insured through Outsurance, we purchased a new vehicle, which was inspected by Outsurance as a new vehicle. We paid the requested premium every month, and are still paying it. Our driver was involved in an accident, which was not his fault. We contacted outsurance, who referred us to one of their approved panelbeaters. We then received two different quotations from the approved Outsurance panelbeater for the repair. When I contacted Outsurance, I was helped by Renier, he informed me that he cannot assist me now, as he cannot get hold of the panelbeater. After we requested the banking details numerous times so that the guilty party can pay for the repairs, we received two different quotes, one for R6, 229.10 and R3, 828.26. When enquiring as to this difference, we were informed by Elanie of said panelbeater that Outsurance instructed them to quote the higher amount. We requested to speak to the manager of the panelbeater, but at 16.15 he was not available.
