20% BRAKES LEFT ON CAR, THEY SAY NO

I paid for my motor FULL maintenance plan and do not receive the service I should. On the 24/01/2013 I handed my car in for it's service to be done at Barloworld GM Centurion. I was informed that only or less than 20% of my brake pads were left on the front and only about 40% on the rear wheels. Warranty Solutions refused the replacement of any brake pads.
This is my only car, what will they say to the insurance should I have an accident due to failure of my brakes? I can not believe they consider this to be save or legal. I refuse to be treated like someone that did not pay for his motor plan. It is shocking to hear and see the bad service after they have been paid in full when the car was bought.

I want the brake pads up to standard as it should be. I have paid for it!!! I see this as life threatening and a danger to my family or my passengers. Who will pay the price at the end of the day??
