Service department taking consumers for a ride

I bought my Kia Rio in August 2011 and ever since i have had trouble with Kia Centurion Service Department. I live in Pretoria North by the way and Kia Centurion is the only branch closest to me with a service department.

My car went in for its 30 000km service, seeing as i have a service plan plus maintenance plan I assumed that the service wont cost a thing. I got a phone call stating my brake-pads are finished and it will cost R1700 including labour. Brake-pads need replacing on 30 000km???

I told them not to do it and was warned that the pad will only give me another 1000km until its completely finished. After I picked up my car that day I noticed it wasn't even properly cleaned and the windscreen water was not filled. Then i noticed the brake-fluid level was nearly at empty. It went for a full service and instead of doing the basic things they rather want to charge me for something that doesn't need replacing at all.

My car is now on 38500km and the brakes are still fine. So what if i paid, would they actually have replaced the brakes or just my money?

I doesn't know where I'm going to take my car for its next service or if I still want a Kia at all!!!
